How does that saying go, "You have to have a license to drive a car, but any old person can have a kid?"

That has never been more true than on Thursday morning when a Mitchell police officer found two small children outside wearing nothing but diapers and shoes.

Officer Dan Fechner was on the job shortly after 11:00 AM when he spotted two young children ages one and three. Between the two of them, they had a coat and a small, light-quilted blanket and were located about a block and a half from their home according to Fechner.

The children were too young to talk and weren't able to tell Fechner why they were outside.

At the time of the incident, the temperature outside was 34 degrees with 20 mph winds, making the windchill 22 degrees.

Thankfully Fechner was able to locate the children's family. Come to find out, police dealt with the same family within the last week on a similar incident according to Sgt. Joel Reinesch.

Reinesch said, the two kids were taken into protective custody by the Department of Social Services, and a judge signed a temporary custody directive.
