New research commissioned by Mr Gamble shows that Minnesota and South Dakota are among the states that issue the most fishing licenses.

The North Star has the sixth most licenses per 100,000 residents, at 24.8. All tolled, Minnesota issues about as many licenses as any state, with more than 1.4 million.

South Dakota is right behind with 24.7 licenses issued per 100,000 people or a total of 221,699.
