Using the Skyscanner Savings Generator tool, the folks at Travel+Leisure have broken down the least expensive hot spots in their story, 'These Are the Cheapest Places You Can Fly to From All 50 States'.

In the Tri-State Area, they've uncovered the cheapest domestic and international destinations from Sioux Falls Regional Airport, Des Moines International Airport, and Minneapolis-St. Paul International Airport in November, December, and January.
