Downtown Sioux Falls *Still* Has A Problem And No One Cares

I can't get my head around the fact that this Downtown Sioux Falls problem has not yet been fixed. I would go on a limb and say that this problem could be a life-and-death situation, especially during busy weekday drive-time traffic and on the weekends. At the very least it causes delays for people who are trying to get downtown for work or an appointment.
If you have traveled either west or east and passed through the intersection of 14th Street and Phillips Avenue, then you have seen this problem firsthand. The problem is rather subtle until you need to make a left turn onto Phillips Ave.
In May, I wrote a story complaining about this problem. It's been six months since that story and there are still no left arrow turn signals that protect a left turn onto Phillips from 14th Street. What's the hold-up?
The brackets and wiring remain from the last time they were up, whenever that was. What's the delay in replacing them? If there is any intersection in downtown Sioux Falls that needs a left arrow, it's this one.
Come on Sioux Falls, get these lights back up! Will you do it if I say please?
