Sioux Falls Police arrested a man after he was seen holding a child's hand at Walmart. That's according to Sioux Falls Police Information Officer Sam Clemens.

"Mom was with her five-year-old daughter and they were shopping. Mom stopped and was looking at some items. When that took place, a guy came up to that five-year-old child," explained Clemens. "He ended up, I think, giving her some type of money. I don't know if it was cash or change. But, he gave the girl some money and grabbed hold of her hand. The girl said he didn't squeeze her hand and didn't try to pull her. He was just holding her hand. It was only for a matter of seconds before mom noticed that. Mom saw it and started yelling at the guy. He then tried to leave the store. But, security stopped him until officers got there."

Clemens says the mother did the right thing.

"I think what she did is certainly appropriate - getting your child back with you and then notifying staff or police about something that happened. In this case all of those steps took place in a small amount of time."

Clemens says 41-year-old Thomas Fernandez has been charged with disorderly conduct.
