A rodeo clown who wore a President Obama mask has been banned by Missouri State Fair officials who say the performance mocked the president.

Officials say they are reviewing their contract with the Missouri Rodeo Cowboys Association, which ran the event.  Fair officials insist that the association's personnel and performers undergo sensitivity training if they are ever to work with the fair again.

The MRCA issued a statement saying it wishes to "extend a sincere apology for the inappropriate act during the Bull Riding at the Saturday performance of the MRCA Rodeo."

The St. Louis Post-Dispatch says it has identified the rodeo clown who wore the mask. NPR has not confirmed his identity.

I'm sort of confused by the news reports which have served as background material for this article.  It seems to me that the person in question in the video is not a person. It looks mannequin with a mask on.  Was the announcer at fault for what he said and then censured by the fair?  Have mannequins been used in the past at rodeos all over, not just Missouri, and have such "dummies" worn masks before?
